  • ^ I9II> a small group of Jewish workers in Palestine established a pre-paid health care organization and named it" Kupat Holim for the Workers"(Workers' Sick Fund). Its goal was to provide equal health services to all workers in Palestine who wanted them, so that no one needed to worry about being turned away from the doors of a health care institution because of an inability to pay. Today, the Kupat Holim is serving about 75 percent of the population of Israel (over 3.4 million members). The Kupat Holim, which has an eighty-four-year history, appears to have goals intertwined with two of the largest institutions in Israel, the State itself and the Labor Federation which (wholly) owns Kupat Holim.
