  • It is argued that chaotic conditions in the universe during and prior to the epoch where (1 + z) was approximately equal to 10,000, such as proposed by Rees (1972), give rise to a white-noise spectrum of entropy fluctuations down to a mass scale of the order of 1 million solar masses. At this scale, the baryon number-density contrast is of order unity. This would account for the densities of globular clusters (if they are of primeval origin) as well as all larger systems.
